Ringtown discusses acquiring Greenhouse Lane

RINGTOWN – Borough Council here at Monday’s meeting discussed acquiring a privately-owned street that they had been maintaining for the past few years.

Greenhouse Lane, according to the Schuylkill County Parcel Locator, is owned by Bernard Bann and Bruce Rarick and has been since 1994. The short road begins at North 9th Street and ends in a cul-de-sac and four homes are fronted on it.

Solicitor Robert Matta said there had been issues at the intersection of 9th and Greenhouse that were abated by the borough and the borough had also maintained Greenhouse Lane in recent years.

Matta said he had $8,500 in escrow related to maintenance and Bann was seeking release of those funds.

“I suggested to Mr. Bann, if council is willing, we would dedicate over Greenhouse Lane and we would keep the $8,500 in a separate account,” Matta said. “That money could earn some interest. The lane is in decent shape now.”

He said those funds would be left to earn interest and be used for repairs down the road.

The road would not be eligible to earn the borough liquid fuels funds.

Matta added that there was an outstanding engineering bill against the property for work previously done, which Bann said he would expect the borough to pay, if they took the property.

Council Chairman Len Kamarousky raised a motion to accept the road, pay the engineering bill out of the borough’s general fund, and to put the full $8,500 into a separate account.

The motion was approved 3-0.
