Borough manager, code officer complete certification program

SHENANDOAH – Two borough officials have completed the Pennsylvania Building Code Official certification process, Shenandoah officials recently announced.

Borough Manager Mike Cadau and Code Enforcement Officer Joe Boris completed the process under the Uniform Construction Code.

“These certifications matter,” said Borough Manager Mike Cadau. “As we continue revitalizing streets, buildings, and neighborhoods, this ensures that every contractor and every project is meeting the standards required to keep our community safe. Proper code administration doesn’t just impact infrastructure. It directly affects people by ensuring that residents, property owners, and contractors follow all ordinances and the requirements of the Uniform Construction Code. Strong enforcement creates safer homes, safer businesses, and a safer community for everyone.”

Borough officials say the certification strengthens the borough’s ability to ensure contractors, builders, and developers meet UCC requirements and to prevent noncompliance issues that previously strained borough operations, among other benefits.

The borough previously relied on a third-party agency for UCC matters and, while the certification does not fully eliminate the need for such outside support, officials say it will significantly reduce those expenses.
