West Mahanoy approves vehicle maintenance ordinance, road program

SHENANDOAH HEIGHTS – At Tuesday’s township meeting, West Mahanoy supervisors approved a vehicle maintenance ordinance and the 2023 road improvement program.

Under the ordinance, repairs on any vehicle parked in a West Mahanoy Township right-of-way are prohibited. A right-of-way is defined as all streets, alleyways, sidewalks, and grass plots within the legal rights-of-way of the township.

Maintenance of vehicles is only be permitted if performed by the owner of the vehicle within 50 feet of their home or property as long as such maintenance doesn’t pose a public nuisance or hazard.

Routine maintenance is permitted as long as it doesn’t pose a nuisance, hazard or danger to other vehicles or pedestrians.

Parts, equipment, and vehicles are not be permitted to block a travel lane or the free flow of pedestrian or vehicle traffic.

The ordinance also prohibits leaving a vehicle on jacks or other lifting devices unattended, or for more than four hours a day.

Vehicles left in an inoperable state of repair for more than 48 hours would be considered abandoned by the township.

In other business, the township approved the 2023 road improvement program, awarding the project to M&J Paving at a total cost of $121,110.

The project includes repaving Virginia Avenue from Seneca to Wyoming, Topeka from Ohio to Indiana, Ohio from new pavement at a sharp turn to Topeka, Pennsylvania Avenue from Weston Place to about 230 feet east,

Willow Street from Spencer to Morea Road, Florida Avenue from Seneca to Delaware, and Texas Avenue from Seneca to Wyoming.

In other business, the township approved replacing the gutter system at the township building using American Recovery Funds at a cost of $5,580.

The township also approved a resolution supporting the efforts to revitalize the Pumping Station Dam in East Union Township.
