Woman testifies against proposed Zion Grove water plant before Harrisburg regulators

HARRISBURG – At least one person travelled to Harrisburg to oppose the planned KH Holdings water extraction plant at Thursday’s hearing before the Susquehanna River Basin Commission.

The plant in Zion Grove, if approved, would consume up to 75,000 gallons of water per day from the local aquifer, according to the application filed on August 1.

It is proposed for the former Kuzma property off Catawissa Creek Road near Labenberg Road.

The testifier, who identified herself as Patty and said she owns the property across the street, said she was reiterating concerns she had already presented to the commission in writing.

The commission regulates water use in the Susquehanna River watershed.

“This proposal presents a serious risk to my water supply. My property depends on a 300 foot well and a spring fed pond, both of which rely on stable groundwater conditions,” she told the board. “I have not seen any evidence that nearby wells and natural water resources will be protected from long term impacts. While these impacts will not be immediate, they would be irreversible.”

She also said the Catawissa Creek “has been extremely low, particularly over the past year.”

Additionally, she raised concerns regarding truck traffic along Route 339 in the area.

Residents and local officials alike have expressed concerns, if not outright opposition, to the project since plans first surfaced.

A February 2025 township meeting was standing-room only as company representatives pitched their plan.
