South Carolina woman cited for 14th time for abandoning collapsing W. Arlington building

SHENANDOAH – A 14th citation has been filed against a South Carolina woman who owns a badly-collapsed building on the west end.
Gabrielle Brooks, of the Aiken/Gloverville area of South Carolina, outside Augusta, Georgia, has been fined almost monthly by Shenandoah Code Enforcement since last March.
Brooks, of 614 Camelia Street Northeast in Aiken according to the Schuylkill County Parcel Locator, owns 118 North Chestnut Street and a three-story building on West Arlington Street behind it.
The building on West Arlington has been vacant for decades and had been leaning more and more in recent years, collapsing onto a home at 116 North Chestnut.
The home Brooks owns at 118 North Chestnut is also in a state of disrepair — the front porch is littered with trash and windows are busted on the Arlington Street side, allowing passersby to see the advanced state of disrepair in the kitchen.
Borough Manager Tony Sajone said the borough has been fining Brooks for the state of the building for at least a year, which is shown in court records.
Since March 16, 2022, Brooks has received 14 citations in Magisterial District Judge Anthony Kilker’s Shenandoah courtroom, facing summary charges for property maintenance violations, for having a structure neglected and collapsing, a dangerous structure in a state of collapse, and total collapse of a structure.
According to the Schuylkill County Parcel Locator, Brooks purchased the home for $100 in August 2020 from Georgia and Jose Roldan, of Weatherly.
Jose Roldan was cited by Shenandoah Borough Police for the state of the building in 2015 and was found guilty. He paid $460.20 in fines and court costs in 2021 related to the citation.
