No tax increase in proposed Shenandoah Valley budget

SHENANDOAH – Taxes will remain steady for the eighth year in a row if the proposed Shenandoah Valley School District budget is adopted later this month.

The school board voted to approved the $25,128,487 budget on April 24.

The budget keeps real estate taxes at 56.975 mills. Taxes have not been raised since the 2016-17 school year.

Shared real estate taxes and wage taxes remain at 1%. A $5 local services tax, $5 per ton tax for fly ash disposal, and a 5% tax on culm processing also remain.

The proposed budget will be brought up for final approval later this month.

In other business, the school board approved the purchase of a police car for the fledgling district police force.

The board approved the purchase of a 2014 Dodge Charger with 97,000 miles at a price not to exceed $10,000.

The board also approved a formal contract agreement with the Shenandoah Valley Educational Support Personnel Association, as well as wage increases for Shenandoah Valley Education Association personnel though August 31, 2028.

They also approved the following:

  • Rescinding a letter of intent to retire by Erica Polley, Speech Language Pathologist;
  • The following hires:
    • Rosalind Bingman, high school special education teacher, at a salary of $55,310;
    • Kayla Gaffron, elementary teacher, $58,820;
    • Joshua Jones, high school English, $51,270;
    • Elise Popalis, high school English, $70,520;
    • Megan Savitski, elementary special education, $58,490;
    • Kiera Van Horn, speech language pathologist, $54,140;
  • Posting and advertising for an emotional support teacher, ESL teacher, and general science (7th and 8th grade) teacher;
  • The repository sale of 104 North Bower Street, Shenandoah, to the Schuylkill Redevelopment Authority for $1;
  • The resignation of Tiffany Becker as Class of 2027 co-advisor;
  • The use of Veterans Memorial Stadium by the Jr. Blue Devils;
  • Rescinding a letter of intent to retire from Raymond Baker, full-time custodian, and approving him as a 10 month employee;
  • Letters of resignation from Javier Barrientos, custodian; and Joshua Zbyradowski, kitchen custodian;
  • Hiring Juan Tovar as a full-time custodian;
  • Advertising for four new full-time paraprofessionals and four new full-time house cleaners.
