Landfill funds back in limbo, Union supervisors hear
RINGTOWN – Progress towards the release of the North Schuylkill Landfill Association’s funds has stalled, again.
Union Township Supervisors discussed the current situation Tuesday night.
In April, it seemed that an agreement had been reached and the distribution of the more than $3 Million in limbo was imminent, following an audit.
“There was almost a deal worked out,” Supervisor Dave Briggs, who is also president of the Landfill Association, said, “but I guess somebody complained.”
Briggs said the Landfill Association still believes equal shares of the funds should be distributed.
Solicitor Bob Matta said that a new agreement to that effect was to be circulated.
There had previously been opposition, with some municipalities believing four “non-charter” municipalities should only receive shares from the sale of the transfer station. The very existence of the “charter” and “non-charter” municipality designations has also been disputed.
“It sounds like somebody may be filing a petition in court,” Matta said. “That’s the last I heard to try and have it resolved one way or another.”
“I’ve said many times, if this goes into court, it’s going to drag on,” Matta added.
Briggs said each municipality would get $207,000 if equal shares were distributed.
Supervisor Jeff Ambrose asked what Union Township would get if the four “non-charter” municipalities weren’t included. Matta said it would be an additional $56,000, give-or-take. Non-charters would receive around $50,000.
The North Schuylkill Landfill Association has existed in limbo since the landfill itself closed in 1990 and the transfer station built at the site was sold in 2010.
The association has been working toward winding down and dissolving. It has just over $3.5 Million on hand from a bond for the landfill and the proceeds from the transfer station sale.
There are 17 member municipalities: Delano Township, East Union Township, Frackville, Gilberton, Girardville, Mahanoy City, Mahanoy Township, Ringtown, Rush Township, Ryan Township, Shenandoah, Union Township, West Mahanoy Township, McAdoo, Ashland, Gordon, and Butler Township.
McAdoo, Ashland, Gordon, and Butler Township are the municipalities whose charter status is disputed.
