Council approves liquor license transfer to Mulligan’s
SHENANDOAH – A downtown Shenandoah establishment is one step closer to having a liquor license again.
At Monday night’s meeting, Borough Council approved the transfer of a liquor license from the former Sarge’s Soups and Sandwiches in Pottsville to Mulligan’s Pub on South Main Street.
Mulligan’s Pub’s liquor license was ordered to be placed in safekeeping by a conditional licensing agreement signed in May by Pocono Enterprise, Mulligans’ ownership; and the Pennsylvania Liquor Control Board.
According to the licensing agreement, Pocono Enterprise had sought a license renewal, which the PLCB objected to. In January, the PLCB ordered that the renewal be denied.
The owner of Pocono Enterprise, Hans C. Deibler, passed away in February 2024 and the company has been controlled by his estate since. The estate filed an appeal in Schuylkill County Court immediately after the denial.
The PLCB alleged that there were incidents including “visibly intoxicated patrons, disorderly operations, shots fired, after hours, and loud music” at the pub, justifying the denial.
The agreement between Pocono and the PLCB was signed on May 8 and the company had sixty days to put the license into safekeeping. It is listed as being in safekeeping on the PLCB’s online database.
At Monday’s meeting, David Bargeron, an attorney with Corker and Almonti, and a representative of Busy Boy Bar LLC sought council approval to transfer a license from Sarge’s in Pottsville to Mulligan’s.
“It’s going to continue as Mulligan’s, essentially the same sort of operation but geared more towards food than liquor,” Bargeron said.
Bargeron said the Pocono Enterprise license will be disposed of.
Council approved the license transfer 6-0. Mike Whitecavage was absent.
