Borough to restart recycling next month
SHENANDOAH – Shenandoah is officially bringing back recycling.
Borough Council voted to restart the recycling program, as required by state law, for the month of July.
Tony Sajone, Borough Manager, said the borough has “to iron a couple things out” in terms of scheduling a logistics still, and further information would be provided at a later date.
In April, the borough was informed that they are out of compliance with Act 101 of 1988, the Municipal Waste Planning, Recycling, and Waste Reduction Act.
“Your municipality is above the population threshold that requires recycling to be offered for everyone,” a letter sent to the borough that month read, councilman J.P. Dombrosky said at the April meeting.
According to the act, municipalities with more than 5,000 people but less than 10,000 people, with a population density of more than 300 people per square mile, are required to implement a source-separation and collection program for recyclable materials.
In other business, council approved a formal request for the Shenandoah Civil Service Commission to establish an eligibility list for potential hires for the police department.
Mayor Andrew J. Szczyglak said that there is a high chance the police force could lose two full-time officers in September, which is why he requested council to make the request.
“I asked that we could advertise and ask for full-time… so that if we do lose two officers come September, we don’t have to wait and do the whole advertising process again, we’ll have everything set,” Szczyglak said. “We’re constantly still looking for part-timers. We’re looking for good, qualified part-time police officers to put in applications.”
In other business, borough council:
- Approved a commercial property lease for the Shenandoah Area Free Public Library for fundraising purposes;
- Approved handicap parking applications for 32 North White and 100 South Catherine Streets;
- Approved using Portnoff Law to start collecting delinquent trash bills;
- Approved a CDBG Fair Housing Resolution;
- Approved advertising for bids for borough properties at 520 and 522 West Mount Vernon Street with a minimum bid of $1,000;
- Approved hiring Cassandra Krise as a full-time borough employee;
- Approved Downtown Shenandoah Inc.’s Kielbasi Fest/Heritage Day combination event on Aug. 21;
- Approved the Rescue Hook and Ladder Fire Co.’s annual block party on August 6, 7, and 8;
- Acknowledged the Shenandoah Teeners and Coaches for cleaning up the Miners Memorial;
- Approved a repository sale for 218 West Mount Vernon Street for $275 for demolition.
