Borough tables MABS dissolution ordinance, replaces current MABS chair
SHENANDOAH – Shenandoah Borough Council tabled their ordinance to dissolve the Municipal Authority of the Borough of Shenandoah at Monday’s regular meeting.
Borough council, citing the advice of Solicitor James Amato, tabled the ordinance, first approved for advertising last month.
The ordinance, which would dissolve MABS entirely and transfer all assets to the borough, was proposed days after MABS filed a civil complaint related to the borough’s sale attempt.
While the authority’s dissolution is now on hold, council made a leadership change by declining current chairman Joe Anczarski’s request for reappointment. Anczarski’s term expired this year, and he was one of two people to submit a letter of intent to serve on the authority board.
Council voted 6-1 to fill the five-year seat with the other candidate, James Rusin. Councilman John Thomas motioned to appoint Rusin, with Leo Pietkiewicz seconding. Councilwoman Eileen Burke motioned to re-appoint Anczarski and received no second.
Council President Gordon Slater, Vice President J.P. Dombrosky, and members William Selbi, Katie Catizone, Thomas, and Pietkiewicz voted for Rusin, while Burke voted against.

– 104 North Bower (with the stipulation that the building be demolished within 90 days) - Approved the sale of three borough-owned lots to private parties for $1,000 and the cost of transfer

– 123 West Washington - Approved a resolution authorizing filing for funding with the Department of Community and Economic Development for the proposed downtown innovation center
- Approved a review and update by Alfred Benesch and Co. of the zoning ordinance as it pertains to the innovation center
- Approved a review and update of the flood plain ordinance by Benesch, as required by the Pennsylvania Municipal League
- Approved the issuance of a warning to “Employee A”
