Borough approves 2025 budget with new per parcel tax

SHENANDOAH – There will be no millage increase for property taxes in Shenandoah borough next year, but there will be a new $39 per parcel tax.

Borough Council approved the budget at last Monday’s regular meeting.

The general fund is balanced at $3,033,900, while the sewer fund has revenue of $1,692,688,89 and expenses of $1,693,700, according to Borough Manager Tony Sajone.

Council President Joe Boris said “it’s very hard to keep things going the way they are. Employee benefits are up, street department is up, sanitation is down, which is a good thing.”

He said taxes have been level since 2016.

Sajone said the budget is balanced using interest from the MABS sale proceeds.

Though millage will remain the same in 2025, Boris proposed a $39 per parcel tax. The funds will be earmarked for demolition.

“When a house falls down on the street, it’s our responsibility to clean it,” Boris said.

The per parcel charge, he said he believes, is the more fair option to property owners versus a millage increase.

In other business, council approved:

  • An ordinance allowing attorney fees, collection fees, and interest to be added to delinquent utility bills;
  • An ordinance terminating MABS;
  • An ordinance increasing the sewer rate to $151;
  • An ordinance repealing a portion of the trash collection ordinance relating to private trash collectors;
  • A lease agreement between the borough and Rep. Dane Watro;
  • The repository sale of a property on Ferguson Street;
  • Several handicap parking ordinances.
